Shetland Islands Council appoints Paul Fraser as head of finance
Shetland Islands Council has announced it has appointed Paul Fraser as head of finance.
Mr Fraser will join the Council from 9th January, taking up the post most recently held by Jamie Manson, who took on the role of finance director at Highlands and Islands Airports Ltd late last year.
Since 2019, Mr Fraser has been head of administration and finance with the Organization for Security and Co-operation in Europe (OSCE) in Pristina, Kosovo. Between 2013-2019, he led the field finance office of the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) in Jerusalem.
From 2001-2008 he held several senior roles in the UK, including as director of finance with Northern Constabulary between 2003-2008.
Mr Fraser is a Chartered Accountant, also holding a Master’s Degree in Finance and Accountancy and has a wide-ranging background in both the public and private sectors, and has particular interests in budget, risk and controls.
He said: “After an extended period abroad I am delighted to be returning to an area that I always enjoyed visiting. I look forward to working with staff and elected representatives to establish a stable financial position, ensuring high quality services for the future.”
Welcoming Mr Fraser to Shetland Islands Council, chief executive Maggie Sandison, said: “This is one of the Council’s key roles, and Paul’s broad and extensive experience makes him an excellent fit for the position.
“Our Council and community face difficult times, and I look forward to working closely with him as we deal with the challenges and opportunities ahead.”
