PwC appoints former Scottish secretary Moore as devolution advisor

PwC has appointed former Scottish Secretary Michael Moore to boost its senior team, advising on the devolution agenda across the United Kingdom.

In December, PwC launched the Devo Delivery Network, a team of over 350 local and central government experts working across PwC’s 31 UK regional offices.

The Devo Delivery Network will support organisations and authorities around devolution and regional economic growth.



The global accountancy firm said that Liberal Democrat politician Mr Moore will advise the Devo Delivery Network, working alongside Stephanie Hyde, PwC executive board head of regions, helping PwC clients prepare for the transition from devolution deals to project delivery.

Mr Moore is a Scottish chartered accountant and an alumnus of PwC.

He qualified in 1991 and gained extensive experience in the firm’s corporate finance team before his election to the House of Commons in 1997.

He will be based in PwC’s Edinburgh office and will operate across the UK.

As a UK government minister, Michael Moore piloted the Scotland Act through Parliament and was a member of the Coalition government that introduced ‘City Deals’ and ‘Growth Deals’ across England. He subsequently served on the Smith Commission which devised the principles and detail of significant additional Scottish devolution measures.

Looking forward to returning to PwC and his new role, Mr Moore said: “The UK is being radically re-shaped and while the public debates about devolution continue, public and private sector leaders are already implementing big changes to the way public services are shaped and delivered.

PwC’s Government and Public Sector team in Scotland has also been boosted by the appointment of consulting director, Fiona Young.

With over 12 years’ public sector experience, including a spell with EY where she led the public sector practice in Scotland, PwC said Ms Young has gained a depth of experience in areas such as business transformation, enhancing operational efficiency and service delivery design, as well as insight on many of the wide range of issues facing this sector.
