Dundee has committed to setting up Purchase to Pay, and has rolled the scheme out in the housing, social work and education departments.

The council is one of the quickest at paying outside service providers, with only 6 per cent of suppliers waiting more than 30 days.

A new tax authority starts administering Scotland’s first national taxes in 300 years on Wednesday.

Land and Building Transaction Tax (LBTT) and the new Scottish Landfill Tax ( SLfT), which replace Stamp Duty Land Tax and UK Landfill Tax respectively, will be managed and collected by Revenue Scotland. More than 2,771 solicitors and conveyancers have already signed up for Revenue Scotland’s online return system and 26 landfill operators have either registered or are in the process of registering for SLfT.

Revenue Scotland chief executive Eleanor Emberson said: “It’s taken a lot of work to get to this point, and it’s a testament to the dedication and professionalism of everyone involved in Revenue Scotland that we’ve developed a tax a uthority f r om scratch over the last twoand-a-half years. The real work of Revenue Scotland begins now.”
